[HIham] HB2773 HD1 SD1 & HB2774 HD1 SD1 passed third reading.

The bills have passed third reading and will go to conference to iron out
the differences. There was one no vote and 24 yes votes (two of which were
with reservations).  Senator Aduja delivered a short speech in support of
Amateur Radio and the bills.  The only no vote was from Senator Hooser
(Kaua'i and Ni'ihau).  Now the real work begins in hammering out bills that
give us reasonable accommodation.  If we cannot come to an agreeable
understanding with the associations on this, the bills may still die.  Now
we have to go back and educate the House.
