Perhaps you overlooked the following within Warren's message:

"But there is much more to do before the bill even comes close 
to final passage.  Senatorial sponsor(s) are needed for the bill to 
even get started in the "upper house" in Washington DC."

What added point are you trying to make?  Obviously the bill
goes over to the NEXT congress,  as nothing will be done
in the next busy weeks in Washington -- ALL the appropriation
bills are yet to be delt with,  hi.  And,  of course,  we hope
for a companion bill up in the Senate.  That was part of 
Warren's message;  I read it that way anyway.

I admire Warren for doing what he can to keep this thing going...
even if on into the next Congressional term.
