[Heathkit] HW-16 L9 value

Working on an HW-16.

80/40 are fine;  no power out on 15M.

What is the value of L9 supposed to be?  I'm measuring about 1.9 uH with
one end disconnected from the bandswitch.    I see a  very slight
adjustment when I adjust it.

Output of the 6CL6 is find on all bands,  and output of the driver are nice
on 80 and 40.
Nothing on 15M.   I'm driving the radio with an HG-10B.

I followed the alignment procedure and adjustment of L9 does nothing.
