[Heathkit] PLAIN Text Requirement

More research is needed to figure what has changed on the Heathkit list to
require PLAIN text in postings.  As the new administrator I will spend
significant time looking for a solution.  I know of no other list requiring
PLAIN text but if there is another please let me know.  I do not believe
this has been an issue in the past since I have belonged to and posted to
the Heathkit list for years with no problems.

I'm spending time looking through the numerous pages of options as well as
searching using Google.

More details as I get them.
