[Heathkit] TT-1A Tube Tester Issue

A good friend is having issues testing 6V6 and 12AU7 tubes.  Known new tubes
do not test normal.  Seems like an issue with switch or bias settings being
incorrect in the roll chart and/or book chart.  Anyone dealt with this
issue?
