[Heathkit] SB-634 Clock counts 12 hrs, NOT 24

Hi, gang!  My new-to-me SB-634 doesn't act right. The digits all seem to
count correctly, BUT the main Hours digit only counts to 12, not 24.

I cannot find anything in the Manual about this. Like there's no choice of
wiring the Hours digit for 12- or 24-hour operation. Nothing in the ICOD
section either.

Anyone know how to fix this?
