Just guessing, but possibly one or more of these reasons:
1. The resistor will open more quickly in the event of a fault
2. Easier to place in the space available
3. Less series inductance than some fuses
4. The resistors adds a little degeneration to the grid circuit
Any other guesses are welcome.
