Try putting a metal Allen wrench down the slug and then heat the end of the Allen wrench with a soldering iron. Don't try to turn the slug with the Allen wrench but immediately remove the Allen wrench and then try with a plastic tuning tool.
There is always the possibility that the slug is cracked and you will have to remove the slug, one piece at a time, and replace it.

Started to align the 303 today and ran into a problem with the slugs in the Het Osc Board. 3 of them are frozen in place. The slugs look ok, but being a wax coated paper tube I don't know how to get them to loosen up. Can't use heat, can't strong arm them, they are to fragile. I was told to use a small drop of water down the tube and let it sit. Haven't tried it yet. Does anyone know of a source for the coils or a source for the whole board,would consider both. Any ideas on how to loosen the slugs ,would be welcome.
