Have you checked that the two preselector sections are tracking correctly  
on 80m? This would show up as lack of drive into the PA and therefore lower  
anode current at each end of the band. If the drive is reasonably constant  
across the entire 80m band then you are probably left with the PA pi 
section to  check.
