That is going to be a "lot" of work.  Also, desoldering the components may cause problems with the circuit boards.  I would just replace the electrolytic capacitors, clean the switches and potentiometers, and then try it out.  

Cleaning the circuit boards while still in the rig is not very difficult.

I got this rig from the mother of a young ham who decided he would no longer pursue amateur radio. It has sat in his room while he went to college and later got married. The rig needs help as it's boards are crummy, (dirty, mucky, and you have it. I think it sat for over 15 years)

I would like to take out the components and start all over with some new ones, (ie: caps,resisters and what have you). Is this the right way to go? The outside is in immaculate shape. I also have the original manual.
