[Heathkit] DX-60B/HG-10B

I have my HG-10B hooked up to my DX-60B,the vfo works seems stable but for
some reason I have no transmit output. ?The meter shows 100 mils just like
it does with a crystal.in it.  I have no manual and I'm sure the answer is
there. Can someone tell me what to do or what I'm doing wrong?
