[Heathkit] IG-102 RF Generator Output

Hi gang,
 
I want to determine if my IG-102 is working properly before I get too excited.  I only seem to get an RF output voltage of about 1 volt using my IM-13 VTVM with RF probe at Hi coarse and full CW Fine Attenuation - not enough to drive an IF stage I'd like to align.  I perceive that the reading should be higher, but would like some opinions before I dig in.  The voltages are about 10 volts RF just off the A-E oscillator section, but greatly attenuate to 1-2 volts on the other side of the 2 uuf coupling capacitor to the 6AN8 grid.  While the DC voltages are OK on the tubes, the 6AN8 does not seem to be amplifying.
 
Would someone please measure the 3 MHz RF voltages at LO, MED and HI Coarse Attenuation with the Fine Atten turned filly Clockwise and publish these on this reflector?  I've performed cursory checks on the attenuation voltage divider network and tested the tubes up to this point.
 
I reviewed my manual, and no "black box" output voltages are mentioned in the specs.  However, my other RF Sweep Generator states the output is 10 volts, which is what I perceive as what should be a nominal output for an RF generator.
