Since the issue is in both modes, I would less inclined to believe it's
in the audio section. Also, the neutralizing wand gimmick was used in the
Apache (6146/6146A). Its adjustment (moving it closer or further away
from the finals) was most noticeable only on 10 and 15 meters. For the
oscillation issue, I also would review the clamper circuitry and clamper
tube.  Also, if possible, fire up the rig on its side, and listen for any
audible, or visual activity, on the underside in the component areas of
the driver and final sections, when the oscillation is occurring.
