One thing that you might consider is including a built-in change over antenna relay to allow a transceiver, as well as a separate transmitter, to be used. Take a look at the SB-200 for ideas.

2. Is there any reason I should not change the bias arrangement to the more typical, where the grid is grounded at DC (not just RF) and the cathode is positively biased with a string of diodes (and a resistor when in RX). i will have to change the metering scheme.
3. Why does it need neutralizing? May be it will not if I do the mod above.
