[Heathkit] HW-100/101 het osc output

Dick;

The reason for the specified voltages is to ensure the oscillator is on
the slow side of peak. If set for more than -2V it may drop out of
oscillation. Later in the alignment procedure it calls for peaking the
heterodyne crystals.

Things that may cause low power, won't peak are:
Bad 6146's. Try a new pair.
Low voltage.
Bias set wrong.
Loading capacitor set wrong.
Load not 50 ohms.
Driver tube weak.
Many other things.
