Could there maybe be a bit of stray metal (wire, plating, etc) in
between the plates of the capacitor, or could there be a plate bent a
little bit so it is touching its next door neighbor when you reach that
point in the rotation? You can test this using an ohmmeter or
continuity tester.
WITH THE POWER OFF AND THE AC CORD UNPLUGGED, Hold one lead on the
frame of the capacitor (which should be connected to the rotor) and the
other on the terminal on the side of the capacitor (or on the edge of
one of the stator plates). Rotate the knob - it should be an open
circuit (high resistance or infinity) at all times. If it shows a
short circuit (Close to zero ohms) at any point take a close look and
see if you can find the spot that plates are touching.

I am working on my HW101, it has developed a problem when tuning up
When I get close to 5/8ths of the way on the rf out meter scale it

If I stop tuning before arcing starts unit seems to transmit O.K.
The only thing that has changed lately in the system is a rebuild of the
power supply about 6 months ago.
Do I have a 6146 going bad?
Any ideas?
