[Heathkit] HW 101 problem

I am working on my HW101, it has developed a problem when tuning up

When I get close to 5/8ths of the way on the rf out meter scale it jumps and
pins the meter then it also starts arcing

On the side of the final tuning center section of the capacitor  to the
frame.

If I stop tuning before arcing starts unit seems to transmit O.K.

The only thing that has changed lately in the system is a rebuild of the
power supply about 6 months ago.

Do I have a 6146 going bad?

Any ideas?
