I'd first make sure the contact closure from the exciter is steady.

Then I think I might suspect the filter cap on the -120 volt supply.  
Let's see... ok on the schematic it is a 40 uF electrolytic designated 
C16.

It is also possible that the Amperite time delay relay (the one in a 
glass envelope like a miniature receiving tube) has developed an 
intermittent contact.  I once had one of those in a broadcast rig that 
would cause the transmitter to chatter on and off.  The vibration of 
the other relays and contactors pulling in would make the contacts 
bounce in the time delay relay, opening the circuit, which made the 
other relays drop out, making more vibration which bounced the contacts 
in the TD relay again, etc etc etc.

They can be pretty expensive to replace, so one approach is to 
carefully break and remove the top of the glass envelope and burnish 
the contacts.  I'd then glue a glass bottle over it to protect the 
contacts, but they could be left out in the open.  Don't use a plastic 
cover - the heating coil in the TD relay can get pretty warm.
