Have you tried adjusting the bias control to lower the idle plate current to zero?
If so, what were the results? If the plate current now shows zero in TUNE
and sideband mode, you now have control over the finals.
Have you put the original tubes back in the radio? If so, do you have the
same problem? If not then one or both of the replacement tubes are bad.
These steps should be taken first.
I also wonder what the meter is pointing at to indicate 90ma. Is the meter
pointing to number "9"? If so, that's not 90ma but rather 150ma. This is
based on the metering resistors, both 470 ohm resistors on the meter
switch, checking good.

current down to 50 mA, then do the neutralization adjustment. My guess
is that the finals are oscillating. Neutralization should fix that.
