The headlight high/low switch was usually a locking type of switch.  That is you had to hit it again to change the state.  They would have worked but you would have to push it to transmit and then push it again to receive.

Decades ago I wanted a foot switch changeover.  I made a frame of sorts out of wood and mounted a push-button switch thereon.  It worked for an unremembered length of time until the stomping did in the switch.  No matter.  I had another.
 
I wonder how an automotive dimmer switch would have worked.
