Sounds like you have a -noisy- pot or poor ground connection somewhere.

Working on an old SB610 scope. Have replaced all components .. resistors,
caps. Diodes are FB. Transformer voltages are also FB & what they should be.
Checked all tubes & CRT & they are also good. But the trace line on the CRT
jumps around - up & down. Suggestions please where to look next. Thanks 73s
