[Heathkit] Heathkit SB-313 SWL Receiver

The SB-313 is basically the same receiver as the
SB-303.  However, it was made for the SWL instead of
the amateur radio operator.  Therefore, several of the
bandswitch positions which would have been used for
amateur radio bands were changed for the popular (at
least back then) shortwave broadcast bands.
