The old "S" meter standard was 6 dB per "S" unit. 
Therefore, a 4 dB increment will be only 2/3rds of an
"S" unit.  Of course with "modern" receivers a 4 dB
increase in signal might equate to 40 dB in the "S"
meter reading!
