Eric,

If you have a scope, forget trying to neutralize using the plate dip/max 
power out. 

Instead, disconnect the HV (plate and screen) from the final.  Put a scope on 
the antenna terminal, then adjust the neutralizing cap for MINIMUM voltage.  
If you don't see a sharp dip in voltage as you swing the neutralizing cap, 
you've got problems elsewhere (and if so, I'd suggest checking the final's lead 
dress).
