Well, I've heard various things from various people, Mike.  Into a 50 ohm 
load, my experience has been around 50W out on 80 & 40, around 35-40W on 15.

I would carefully check the power supply voltages per the schematic - 
carefully, as they are lethal - and see if the P/S is putting out what it is 
supposed to.  It's pretty common for some of the 2 watt resistors to go high 
and drop the B+ considerably.  And, of course there's the leaky can-caps . 
;^)

If that doesn't work and you've got another 6GE5 around you might try 
subbing it.  The 6CL6's, too, if you've got them.

Have you done the transmitter alignment?  Sometimes you'll run into a '16 
that someone's messed with and got the alignment all balled up.

There's other things that can cause your low output, but I'd look at those 
first, were it me.

Will anyone here answer a question on a Heathkit HW16? What is "supposed" to 
be the OUTPUT?? All my finals show +-30w on 40 meters. Seems  low to me for
