Your results are rather incredible to me. What I suggest is taking the P-
P voltage readings with a calibrated oscilloscope instead of a DMM/RF 
probe, simply to be certain of what you are reading.

Obviously, you have divided the P-P voltage reading by 1.414, then 
squared the result, and divided by 50 to get what you have.

Still, your results seem rather odd to me.
