[Heathkit] HW-9 Power Question

My newly aquired HW-9 is working normally on 10 meters.
But on 12 I'm getting 0 out... This doesn't bother me (yet)

However -- On the other bands with the CW Level control ALL THE WAY OFF:
80 = 39V (15W)
40 = 43V (18W)
30 = 40V (16W)
20 = 47V (22W)
17 = 33V (11W)
15 = 23V (5W)

Values are rounded off (obviously). Load is a VERY recently measured 50 Ohm 
dummy load.
Readings taken at the SO-239 center connector.
Using a DMM (2 actually - They agree), and the Heath RF probe ckt on board.

What in the world is going on here? Any ideas where the problem is? Where to 
start looking??

This is a heavily modified HW-9 with some serious heat sinks on the finals, 
but I don't believe they'll like these levels for very long. Besides - I bought 
this radio to run QRP on a battery in this year's Field Day.
