Randy:

It sounds like an AGC problem, since S-meter voltage is usually derived 
from the AGC rectifier. I don't know if the AGC on the HR-10 is supposed 
to be on for CW/SSB. It depends on if the AGC is derived from the 
envelope (A.M) detector or from the I.F. or product detector.
