I'd opt for using a "secondary surge arrestor" at the main breaker panel at 
the house and then a 2nd one at the small breaker box.  This way, every 
piece of electronics in the house is protected.  And yes, a driven ground 
along with the neutral is the better way of doing things.  Otherwise, the 
equipment on the 4 x breaker box is above ground by the resistance in the 
neutral.  Although typically not much, still enough to get in trouble during 
a nearby lightning strike.

Am I correct in this picture?

If I run the heavy 60 amp 2-wire & shield to a small 4 circuit breaker box 
with 4 110V 20A breakers, I attach the two hots to either side and the 
shield to the bus bar.

I can then pound in one ground rod near the new 4 circuit box and run a 
heavy guage copper wire to the bus bar that the neutral is on.

Correct?  So in the event of a surge, the spike protector will have an ample 
path to use for dumping the spike.

Am I better off with the new circuit breaker type that has the yellow surge 
reset button or should I use something like the Lowell Surge Kit?  Take a

P.S.  I've ordered an NEC guide to read up on it formally. The big concern 
is for the surge protector to really have a change of protecting the 
electronics.
