Chris,
Unfortuately, the odd voltages don't show up in standby, but only when
high voltage is applied to the tube. If you disconnect the HV supply
from pin 1, the other high voltages disappear. I've checked R26, but I
don't have a 2-watt unit to replace it with I tried a lower wattage one,
but it smoked immediately. Same with R27, I don't have a 2-watt unit,
but the old one looks and checks ok. I replaced the "maroon beauty"
C36. If you disconnect R27/C36 you get the same voltages.
It's frustrating that R25 is good. That would explain everything. I
just checked the new one to make sure I'd put in a 1-meg resistor, but
it's ok.
