1200 watts ssb input, 1000 watts CW input.
60 to 65% efficiency is not unusual for a GG pair of 572B tubes.
600 to 700 watts out should be easily obtainable.
So 500 watts out would let you know that everything is 
basically OK.

If someone can only get 300 watts out of an SB200 
something is seriously wrong. I also suspect the resistors 
in the voltage divider for the meter, OR something is bad 
in the power supply.
