First of all, you cannot align 15 meters, without aligning 10 meters
first...and 80 meters before that. See your manual.

I would go through the entire alignment procedure, with the exception of
adjusting the driver/preselector coils for maximum output in the
TRANSMIT mode, rather than the receive mode as the manual tells
you.
You have to be sure to dip the final, and only use enough drive to get
an indication on the output meter.
Your heterodyne oscillator coil for 15 meters is probably out of
alignment...or the 15 meter heterodyne oscillator crystal may be bad.
There is a test point on one of the boards to hook a meter to for testing
the output of the heterodyne oscillators on each band. You should try to
set each one for as close to 2 volts as you can get them. You have to
"approach" that value from one direction, only, of the movement of the
heterodyne oscillator coil slugs. The manual will give details.
To test if the heterodyne oscillator is at fault, hook a DC voltmeter to
the test point mentioned above and check the voltage on each band.
Unless the rig has been aligned recently, the voltages will probably
vary all over the map, but if any is missing, then either that one is so far
out of alignment that there is no output, or the crystal is bad.
The output could also be on the wrong frequency too if the alignment is
far enough off.
