Radio Shack, electronics supply houses, NTE component line, appliance
repair shops, etc.

Safe in the sense that jumping out of an airplane without a parachute
is safe - as long as the aiplane is not in use. Aside from the obvious
risk of burning your house down, if such a thing were to happen (heaven
forbid) and your insurance company found out that the fire was caused
by an appliance that had been tampered with, you would probably be SOL.
