[Heathkit] TS-850 & SB200

Hi:
I have the rig hooked up to the amp with the SWR at 1:1 and 100 watts out.I 
put the METER SWITCH in the PLATE position and put the AMP on. With NO 
driver output from the rig I get no idling plate current at all, when it 
should be at 90 ma. I need help !! Thanks.
