[Heathkit] HP-23 Power Supply Question

I have an HP-23 power supply that is dead.
It won't power up.
No light on when switch is turned to power on.
I hear nothing from the supply.
I am sure the caps are bad and also the breaker.
I plan to recap the supply using the Heathkit  Shop conversion HP-23R board 
so it can be used with a future purchase  of a Collins KWM-1 or 2.
As you may know the conversion board is over $90.00 dollars and I do not  
want to waste money if the two transformers are bad.
My question.
Is there a way to check the transformers to make sure they are good?
This supply went out with previous owner and I have no paperwork on it or  
history.
Got it for free so I have nothing to lose, so far.
