There is an excellent "standard" for grading Drake equipment that is 
well distributed.  It was adapted from a similar standard used by the 
Collins group.

Neither standard is perfect, but at least by specifying one or the other 
you have a description accessible to both parties that is explained in 
plain language.   There is nothing more useless as a description than 
"clean", or "8.5 out of 10" since no two people will  _EVER_   interpret 
them the same way.
