Cat urine is highly concentrated.   It would  take an enormous 
amount of water to dilute it.  Go to a pet store and  obtain  a 
product called  " Nature's Miracle"   it is an enzymatic cleaner 
which will neutralize the urine and eliminate the smell.  Do not 
use any cleaner containing ammonia or detergent.   It will make 
matters worse.
