[Heathkit] Capacitor Caper

I've got a HW-16 on the bench that I'm recapping, prior to shipping it
out to a buyer. It's receiver worked fairly well when I got it, but I
hadn't tried transmitting.
So, in recapping I removed the pair of 50 mfd. voltage-doubling
electrolytics. They were original-looking with the black cardboard
shells on them. I removed the cardboard shells after a fashion and what
was underneath surprised me. These caps are supposed to be 50 mfd at
350 VDC. according to the schematic as well as the marking on the
cardboard sleeve.
First cap had no markings at all on it.
Other cap was clearly marked 500 mfd at 30 WVDC.
Leroy ain't never seen one like this before. I wonder what's up with
this? Factory foul-up? Someone's previous fooling around? And I
wonder why it wasn't blown sky-high?
What scenario do you folks envision?
