Two thoughts:
The microphone is always the most likely component to be bad in a
mobile situation. Any used mic should be suspect, unless you know for a
fact it is good (i.e., you tested it yourself). Color codes in the
cable vary also, I _always_ take the mic apart to verify the wiring.
Pots in older equipment tend to be open to any kind of dirt or crud
that floats through. Wiggle the deviation adjust pot back and forth a
few times and see if any noise comes through...
