[Heathkit] SB-104A Low output & CW filter

I picked up an SB-104A in Dayton that suffers from low output - about 35
watts. Otherwise it works real well. Any suggestions where to start? I miss
the tubes, HI.

Also, there is no CW filter installed. Are the CW filter and additional
parts necessary available out there somewhere?
