[Heathkit] : Heathkit IP2718 OR SP2718 Pwr Sup Data

Greetings, I am looking for a schematic or better yet a manual for the 
IP2718 OR SP2718 power supply.
Also noticed while polishing up the meter with a cloth that it seems static 
moves the needle to have way, and it slowly returns to zero, it will also 
do this if fingers rub the face, whether the meter is powered or not. The 
meter case is the plastic style. With it off neither terminals of the meter 
when grounded seem to restore this apparent static condition.
Any clues to remedy this (will try some static screencleaner I have but 
doubt if any change)?
