At one point in my career I learned that IF a shipping company receives a package from the shipper and says nothing about how it is packed, then that shipping company is technically responsible. Think about it... They are the experts. If they do not take responsibility, then no matter what the circumstances (dropping the package 30 feet off the back of an airplane door) then they could ALWAYS state that it was not packaged well. That's the easy and polite way to tell the customer "we don't care about your business."
It really, in the final say, comes down to whether they want to provide reasonably good customer service. From branch to branch, each branch manager has targets and goals to meet and if she or he hands out too much in damage claims, which they all monitor, then that manager must explain why.
The USPS provides great customer service for me. I'll stick with them.
