[Heathkit] Need schematic for IP-2715

OK who is the expert on the SB-401 transmitter.
I have gotten several of them and they all seem to have the same problem.
If you load up on a dummy load and it puts out 100ws great.
When I switch to the ALC mode the meter pegs over to the right and when I
key the mic the meter moves all the way over and pegs to the left side.
What is up with that?
Also when checking for the modulated output I only have 10 watts.
I see no movement with the grid on the meter when in the grid position.
The plate has about 200 mils when keying the mic that is ok.
Now I have another one that seem to work great no movement on the grid
position plate is 200 mils and ALC position the meter doesn't move there
either.
Modulated out put is 50 watts peak 800 volts also showing like it should on
both transmitters.
I am concerned about the ALC position can some one tell me what should be
happening on a know good transmitter in all position rel-power and ALC and
Plate and GRID position any help would be great.
