[Heathkit] SB-102 question

I have a nice SB-102 that has loose pulleys on the Driver/Preselector shaft. They are 
so loose that the shaft turns but they don't. A previous owner tried to anchor them 
with solder but it came loose. How were they originally installed? It looks like they 
were a compression fit. Were they already on the shaft or did the builder have to 
slide them into place? I guess I could break out the JB Weld but then I would 
become a DPO (Dreaded Previous Owner). Any suggestions/thoughts?
