Probably the heterodyne crystals are not exactly the
same. In fact, this is usually what happens. Also,
are you using the same mode. That is USB or LSB? If
not, then the frequencies are going to shift unless
you have done the sideband offset calibration on both
LMOs.
If you "zero beat" your crystal calibrator with the
receiver and then "zero beat" your transmitter to that
signal, they should be the same frequency.
If you control the transmitter with the function
switch in the "transceive" position and then put the
lever switch in the "unlocked" position, then the
transmitter is going to be controlled by the transmit
LMO but the other two osciallators are from the
receiver. You need to then "zero beat" the
transmitter LMO to the receiver and then move the
fiducial (calibration line) until the dial reads the
same as on the receiver.
No two LMOs are exactly the same and not two
heterodyne crystals are exactly the same. That is why
you have the ability to move the dial pointer.

I have noticed that when I transmit with the SB401
using its Xtal. pack as a stand alone I am on freq.
according to my freq. counter. However, when I
transmit using the SB303 to control the freq. I am
about 2Khz off.
