[Heathkit] Dumb SB303 SB401 Question SB303 SB401 but...

I have an SB303 and SB401.
I have noticed that when I transmit with the SB401 using its Xtal. pack as a 
stand alone I am on freq. according to my freq. counter.
However, when I transmit using the SB303 to control the freq. I am about 2Khz 
off.
Say I am on 28.400 when using the SB401 as stand alone.
When I use the SB301 to control the SB401 freq. I will show 28.402 on the 
outboard frq. counter.
I know the freq. counter is accurate.
Please tell me what is going on.
Is this normal? If not what is the problem?
