Here is the reply I received from Steve Ford at the ARRL. It is quoted:  	
	
Here is a statement that you can use . . . 

The ARRL holds and enforces its copyright on all materials produced by the ARRL,
including books, magazines, photographs, on-line (Web) content, software, etc.
Copies may be made for personal use, but ARRL copyrighted materials may not be
distributed in any form without the expressed consent of the ARRL. The ARRL will
typically grant reprint permission to ARRL Affiliated Clubs for on-time use in
newsletters and on club Web sites, and for use by other clubs and individuals
for public-relations efforts on a case-by-case basis. To request permission to
reprint, send an e-mail to Maty Weinberg (maty@arrl.org) at ARRL HQ. All
reprinted content must carry the following disclaimer: "Reprinted with
permission of the ARRL. Copyright ARRL."
