[Heathkit] peeling paint on cabinet 90-337, coindidence?

I have two cabinets, one on the SB600 and the other on a SB-610 (same part
number) and both have peeling paint on the shell. They are both the blue/green
shade.

Is this just a coincidence or does this occur commonly? The metal in the areas
that peeled is shiny and smooth. Now way they could have used a primer. Now I
have to figure out a way to make the smooth areas blend in when I repaint.

Any ideas?
