[Heathkit] DX 40 problems need some ideas.

Hello everyone,
I am trying to bring my DX 40 to life but I am having
some problems and am wondering if others have seen
similar issues with this rig and could share some info
as to locating and resolving.
What I am finding is that I get very little output on
20-15M and on 10M no output plate wont dip. I am using
a 7040 xtal and have tried others in 40 M range. I am
getting a good grid current indication though abt.
3mA. Voltages seem correct I replaced all the tubes
with no change. Some things I noticed when rig is
tuned up and keyed in 20-15 M plate current swings to
max on meter and the settles back to proper reading
and rig produces only abt 10 Watts output. I believe
the problem is in the osc or buffer section as I also
notice that the 6CL6 osc. tube will glow BLUE inside
when I key the rig it will do this in TUNE position
also. I remember reading about tubes doing that and
its not a good thing but I cant remember why it
happens. I also have a VF1 I converted to solid state
following Ishmaels writeup in ER and I attempted to
try that and I actually hear a hum from the rig when
keyed and get a similar result.
