[HCRA] Holiday party addendum

If you wish to pay by paypal on the HCRA website. Please add $4 to cover
what Paypal is now charging us for 2 people, $2 for one person.

Paypal recently increased their prices to 7% per transaction.

One person would be $2 extra, two people would be $4 extra, etc.
